The answer became long. Please decipher it by effort.

"Halloween" was drawn by ArtRage2.5. This software can draw the picture like the analogue.
Oil paints are chiefly used. Crayon might be used a little.
It has a free version. I recommend it. It is very happy. :)

"Necrodiver" etc had been drawn by Photoshop Elements 3. The specification might be different from your PS.
Existing brush set => Wet Media => Texture comb (shape that dot forms a line)
scatter: little 　Tablet option: size, opacity
This is my favorite brush.

About the color. Bright part is made yellowish, and the shadow is made bluish. This is a popular technique to show it beautifully.
I choose quiet colors. Because I don't like color with a too high chroma. (especially, blue and purple)
I think that most important point is whether color looks delicious. :p
